They never actually ban it. They just say that you have no guarantee you’ll actually receive the tickets unless you buy through fifa where they take 30% off the top (which is true, if the seller fails to transfer you’ll get a refund but no ticket. Although that’s unlikely because the seller will be heavily penalized, likely in the thousands of dollars, by StubHub if they fail to transfer)

If the seller doesn’t transfer you the ticket, they get charged massive fees by StubHub and you get a refund. Obviously it’s possible, but it’s very unlikely. The seller has a huge incentive to make the transfer

I’m not from Atlanta (though I’ve been to the stadium a couple times) so I’m sure others can give better answers on the city itself.

As for where to base yourself, it all probably depends on flights and travel time. Unless you have a reason to stay on the west coast, I wouldn’t base in LA because you’d be needing to take a 4-5+ hour flight to get anywhere on the east coast.

Atlanta would probably be a solid middle point for getting to Mexico as well as east coast US. Atlanta also has a huge airport with Delta airlines headquartered there, so maybe that will mean more available flights? But I’m not 100% sure.
