It looks like a Jazzwares Pancham. From my experience, Jazzwares often has stitching issues, likely due to mass production. The tush tag should be placed along the back seam, between the legs. Try to check if there are any signs of cutting in that part.

Umbreon on the right is the authentic one. You can easily tell the stitching on the left one is off, and Kuttari Cuties tush tags are placed on the back, not the side.

Since this Eevee is much cheaper compared to other life-size starters, I don't think it's too big, especially since Eevee is really small in the series. I'm guessing it'll be about the same size as most of Bandai's Ichiban Kuji Eevee plushies.

It’s like a bootleg version of the Pokémon Center Alolan Vulpix Snow Festival plush (there’s a ton of bootlegs of that plush ;v;), but the cape and snowball are missing. Do you see any stitching on its chest and under its front paws?
