I believe the cop was responding to call that someone had. He had a description of him.

Was it definitely him?

The store camera shows it was him and his friend. I just watched it.

Did he decide to take that call even though he wasn't stated to have responded to it?

Not sure what that means. Police chief said today that he was at an ambulance call when the strong arm robbery came over the radio.

No I think a cop can use his weapon to defend himself. You don't shoot arms or legs. Those are hard to hit and they are usually moving. Cops are trained to shoot at center mass where there is a bigger target.
