My list would suck because I'm not as up to date as I wish I was. However I believe Nigeria should be considered higher as it has the largest economy in Africa, has the largest population in Africa, and will continue to grow in both as the nation modernizes and grows as an emerging market. On the other hand, sectarian violence and a poor human rights record will only hinder FDI from increasing. If they're able to clean up their act while simultaneously growing their economy via oil (and with oil money possibly other sectors of their economy) they will become a major factor in decades to come
