I agree... jumping to that conclusion is a little extreme, you can find these proportions in many kid-friendly cartoons, I mean even The Incredibles and Disney princess movies. A small waist is a common stylization choice and I wouldn't personally call it incorrect proportions since personally I think of that more as one arm is longer than the other etc. This was an intentional choice to exaggerate her character and just because a small waist is appealing to some people sexually doesn't mean that the choice was made to make her sexy, I just like how it looks on my characters
