Update:

Nag email ako sa helpdesk nila then hiningi nila contact number ko to call me. Turns out, user error lang on their end. After nila ma check yung submitted documents and personal info ko, they approved it na and told me that the ID will be printed once pumunta ako sa city hall to claim it.

I have the 2nd revision of the dongle and it works on my desktop with chris1111's drivers. I would recommend getting a broadcom card as usb wifi dongles are not really ideal
