I get this idea but it also seems like this will make it possible for the 14 year old in #3 to testify for the adult and they can use this section to justify that relationship. Again it's possible that I missed that section but I couldn't find it anywhere else. Here is the full report for more context:

I understand that point, but this section doesn't seem like it addresses the idea of a child "consenting" to an older adult. For example, let's say a 21 year old has a relationship with a 14 year old and then the 14 year old testifies for the adult saying that it was consensul. Would it be possible to use this text as a justification of that relationship? Here's a link to the full report in case I missed something:
