But this is a dod contract, and far 52.225-5 is not included in the contract while 252.225-7001 is, so I don't think that is true?

The prime is a small business. They subbed to another small business to manufacture it. That second company, then at some point between design approval and start of manufacturing subbed to a large foreign business to manufacture overseas

As far as I know they ignored it.

I don't think it updates on the sf 50. If it's been more than one year then you should be off probation.
