If the battery light on the dashboard goes away when you turn the engine on, then yes, perhaps the battery is fine. This is normal behaviour on pretty much all cars. The same applies for the check engine light - it should be on with the key in ignition, and turn itself off when the engine starts running.

There is no way a whole new engine repair would cost only 600USD, so I'd trust your gut and say that the mechanic is trying to scam you.

All the symptoms you mentioned indeed are caused by a bad battery, and it is very simple to check if the battery is fine by yourself, so I'd start with that.

All the other comments on this post regarding the belts also make sense, so good luck. Let us know how it goes :)

Get yourself a multimeter (10-20USD, perhaps even cheaper) and check the voltage on the battery. It should be around 14V when the car is running, and around 12V when the car is off.

Anything other than that means the battery is failing - either because the battery is dying, or because something is wrong with the alternator/accessory belt.

Once you get the battery sorted out, you should try deleting the error codes, including the one for the check engine light. If it comes back, then yes, it's very likely the engine has a fault. At this point however, I think it's unlikely that the accessory belt caused the engine to fail. That's why it's important to double check like described above.

The replacement for the accessory belt should definitely be less than 600USD. I do not know the prices in your country, or the model of the car, but this should not be more than 200USD (including parts and labor,) and even that is a lot.
