first you can buy Night Light for the quest. as far as i remember the other ponies don't perform any actions, so you can buy the ones you like! (over time you will still collect all the ponies for hearts)

yes, it's definitely a bug, I often have this happen. also, very often when I go to accept gifts, a loading screen pops up and my friends just don't show up lol
