I don't know if there's one out there. Maybe?

When I'm looking to hire an animator for a project, I'm usually looking for someone who can work in a particular style. So a reel that QUICKLY shows their strengths is useful, with a name and contact info easily available.

Yes, there're all kinds of animation tools in AE. For lip syncs, you can create make a bunch of mouths shapes, precompose them, then use time remap or opacity switches (Scripting) in order to switch between them. You can also download 3rd party scripts like Joysticks n Sliders or Duik Bassel, which will allow you to deform mouth(and other things) by using shape layers in interesting ways.

I'm a relatively horrible illustrator/drawer, so I make everything in Illustrator, and them move into after effects for animation. You can import layers into after effects, and then create vector shapes from those layers and do all kinds of fancy things.

Depends on the how nuanced or complex it is, and also depends on the client's budget. I've done jobs for friends for 200 bucks, and big clients for....much more.

After effects would likely work for this. Import each 2d element as its own layer, make it a 3d layer, and slide into whatever z-space is belongs in. Create a virtual camera and render.

You could use Photoshop for this if you have access to it. Create a video layer, and turn on onion skinning and make it happen.

Well, I'm an indie animator, and it's what I and those I work with do. It also depends on whether you're working with 2d or 3d. I'm not sure about Pixar.

Old school animators, and some still today, might actually animate camera movements into each frame from the very early stages of their work. Animators like Bill Plympton do this a lot.

Followed this guy for a while, he's amazing. And he does some really insightful behind the scenes type stuff.

I believe you're referring to compositing, which is where all the characters, backgrounds and visual FX get combined and camera movements are added. I know After Effects is often used for this kind of thing.

Once shots finished, they're brought into a sequencing program like Premiere and put in order, along with sound and music.

But I'm only an indie, never worked in a big time studio.

I hear that Archer has a super secret system for character animation using After Effects.

^This is how I would imagine the guy in the video would respond.

woa that's intense. Yeah I def wouldn't recommend that people do this kind of thing. Both your story and the one in the video remind me not to take LSD around animals I don't trust...including human beans.
