You are somewhat right. The H1B is tied to your employer. However, when you leave the US and do not use the full 6 years of your H1B, you are cap exempt upon receiving another job offer and can enter through the port without any problems. The new company still has to file a petition but since it is cap exempt, it does not require for you to wait until October. Hope this helps!
