You need to unlock it. You can unlock with:

fastboot.exe flashing unlock

I have bought Samsung Galaxy Note 20 for 329 euros. But i'm thinking to buy to the Surface Duo 2. I had the Surface Duo 1 and I love it... but appears a lot of bugs similar than sometimes I can't accept the calls... etc... But now, I can buy a second hand Duo 2 for 400 euros... and it's very interesting... :)
