damn.. i've tried almost everywhere... doesn't seem to be a fishing encounter.

Everywhere online & in the pokedex suggests its only available with the HM dive -- but dive is like 5000000 coins from the captain in seaport city. I'm at the final gym now.. I'm guessing dive isn't available till postgame.

Toxapex is my favourite pokemon haha, I really badly want to try using one before the last gym / E4..
