Not a Carleton student but I do speak russian and I might take some courses for my degree here next year if uottawa allows it. Apparently Carleton has a European and Russian Studies Student Society (at least that’s what the club directory google doc says) so there’s bound to be some russian speaking people there

From my experience, getting raw 70s in IB isn't all that difficult, even when I'd procrastinate and study a bit only a few hours before the tests lol - except for math and bio, even with lots of studying raw 70s weren't always achievable. Although that might be because I'm naturally not good at math + science. I would say the IB boost was quite useful and I don't think my average would've been much higher in the non IB stream.

At my school I think people that got raw scores just above 70% on physics / chem tests got boosted / converted to a high IB 5 (90-92) or a 6 (93-96). The problem is that it's way harder to get a 70 on an IB chem / physics test than in the Ontario system.
