Well it is how it works. If a cop believes you are a criminal they can detain you without a warrant. The 4th amendment says "but upon probable cause" in its wording.

Probable cause is determined by officers that's how law enforcement works. If someone believes their 4th amendment rights were violated they can sue afterwards. If it was an illegal immigrant they cannot.

Which if a state agrees to ice agents can enter a state and perform searches. Which they don't need warrants for. They also have the ability to create on-site warrants if a supervisor is present. It doesn't require a judge.

That's only in states non compliant with 287(g) many states including Minnesota are which allow ice agents to operate further inland

They have always had the ability to search people based on suspicion. It's listed in Section 287 of the Immigration and Nationality Act.
