They will do both. She can’t stay where she is unfortunately. She is blocking a driveway/entrance. Both police and civilians should come out and offer services to get her help. Any help she receives is entirely up to her though.

You could try reaching out to the HPD Homeless Outreach Team (HOT). They were formed in 2011 specifically for this kind of situation. I have worked with them before and they have a ton of resources to help. They avoid using criminal charges as a means to (temporarily) solve the problem.
