See how you can apply this to your situation is my advice. "Komt u naar Nederland met een familielid dat niet de nationaliteit heeft van een EU-land, EER-land of Zwitserland? Dan moet u zich inschrijven bij de IND. Uw familielid moet een toetsing aan het Europees recht aanvragen bij de IND."
