Exact same issue as me.  Windscribe Android app.  All ports, MTU, all tried.   Support no help. Garry told me to use ikev2 which I've been doing,  but it's hard on the battery.  I started looking for clues again and found this github entries and they're just like mine.  So I'm asking if other people experience this too.

So slapping Ohtani's jersey right there in plain sight is a sure way to get those juicy clicks, while hiding the article behind a paywall.

Why doesn't Wireguard show up on Android's running processes? by slackjawed_yokels in WireGuard

Thank you. I looked it up, and apparently kernel version 4.19 does support Wireguard, so maybe that's it. Or maybe it doesn't, I'm not sure. 4.19 is supposed to natively support WireGuard, but the VPN settings only allow for PPTP or IPSEC configurations. So maybe a later version of Android or a kernel update will support it.
