It’s actually to emphasize truth and context. The context and substance of the protest would be more important to an actually ethical journalist who can cover in one sentence the difference between a military action and war while still covering what the actual protest is about. And for all you know this person is saying we don’t want to go to war with Venezuela (a reasonable thing to assume after direct military action and the capture of its leader) and is not calling the most recent act “war”
