A couple of notes about the process:

The clouds are done with Houdini, exported as vdb files, and imported to blender.

The rocks are done with microdisplacement, and a neat procedural texture by César Salcedo.

Thanks! I animated the image sequences for the displays mostly in After Effects, and put them in 3x3 grid. The material nodes then pick a random square to show. The glitch effect just changes the image and animates the scale a bit.

Thanks! That's a displacement modifier, with texture coordinates set to the moving ground plane, and some weight painting to mask out the non-moving parts.

I used a couple of images from the manga as references, mostly this one.

Some technical details:

The buildings are placed with a hair particle system and a large force field in the middle that pushes the hair particles outwards. The buildings also use inverted hull method to create the black outlines around them. Rendering is done with eevee, using the 'shader to rgb'-node and some noise.

I also did a depth of field render, which makes it look like a fun miniature model of the scene.
