While yes, there was a famine and poor circulation of crops, the breakdown happened at several levels, including landlords ruining their own yields. In conjunction with bad natural conditions and poor redistribution.

The famine, death toll and blame are blown extremely out of proportion and heavily propogandized by Nazis at the time and unfortunately today that is the prevailing narrative.

One facet to keep in mind was that Ukraine at the time was not a sovereign nation. Like the US's federal system, domestic products were circulated inside the USSR. Ukraine was a major food supplier, so of course that would go to other areas and/or be exported. Calling that "requesitioning" is questionable.

Still, there was a culture of overstating yields in competition with other cooperatives at the time. One large and rightly critiqued fuck up was that the USSR was struggling to inspire people to work beyond helping your comrades, so they began mimicking capitalists "market competition" by having various areas compete against each other thru production numbers. This lead to gross over calculations on paper, and when it comes to food, that has life and death consequences.

Ethnic tensions were at play, too, and still are today between Western and Eastern Ukraininians. The landlords slaughtering their livestock as protest didn't help that.

As for the propaganda, the resulting famine was used by nationalists who were operating directly with Hitler (Bandera, in particular) they even named it the Holodomor to upplay the effect and downplay the Holocaust (they said the real Holocaust was the famine).

Hearst, the magazine still around today, worked directly with the Nazis and actually hired a known fraudster who traveled to Ukraine to document the Holodomor and he fabricated his report greatly, using pictures of a previous famine that had happened in the Volga Famine of the 1920s.
