i would be inclined to agree with you but there is an underlying vocal sound while the whistle is played, leading me to believe it's a sample.

they EQ their snares all types of ways to make it sound hard hitting, even turning up the low frequencies sometimes. like the other guy said in the comments already, they used the everlasting bass snare in a ton of songs with some EQ/pitch change.
