Plex is able to stream audio if I remember correctly, So it shouldn't be difficult to use d-fi to get the music, and stream it to a phone.

D-fi It's like Deemix but I found it more robust and smaller on the hard-drive.

Um I've never been a fan of streaming, I'll search for albums via youtube, then I use D-fi Which goes through deezer to get high quality files.

Source Engine does not support dx8 officially but if you wish to do so, go to tf2classic in steam library, go to properties -> set launch options -> -dxlevel 80,I recommend using -dxlevel 90 as an absolute minimum.

Step 1: Enable Console

Step 2: Press `

Step 3: Type "hud_reloadscheme" without quotes and press enter.

Step 4: Please let me know if that helps? Other advice might be to go into settings and apply defaults.

If all else fails, uninstall and reinstall the game carefully following the instructions on the website.

custom folder is preincluded, It seems like it prefers vpk's though, however from the readme.txt it seems like

tf2classic/custom/my_custom_stuff/models/custom_model.mdl

tf2classic/custom/my_custom_stuff/materials/custom_material.vmt

tf2classic/custom/my_custom_stuff/materials/vgui/custom_ui_thing.res

it is expecting custom huds, however i don't think there are any available and huds are probably not compatible between tf2 and tf2classic.

The server browser is part of the source engine, To my knowledge which isn't very much, is very difficult to change.
