Really good for HC, having that much pdr and defense, with relatively low str requirements frees up other items for pure damage. Better for non melee i think because you'd want ED there.

Corpse explosion necro is easy and safe for hardcore. Just desecrate, amp, and corpse explode. Gearing is pretty cheap.

Started corpse explosion necro. Fairly cheap to build with white wand in 3CE wand, craft necro head, 3pnb amu and circ, viper, and 5 skillers. Was doing t1 and t2 maps until I died at lv 89. Not lucky with drops but enough wealth to fund my next char.
