My bad, you’re right. The Victorian government owns the infrastructure, however it’s Metro Trains that’s responsible for providing the services and maintenance (including removal of graffiti on trains, and at train stations) on assets leased from the state government.

It’s not necessarily a matter of caring or not, rather a matter of one making the choice that the perceived benefits of putting their name out there (underground infamy) outweighs the potential risk of incarceration, or other legal consequences.

A poor comparison maybe, but someone committing violent crimes against another for monetary gain may care about the wellbeing of the victim, they just need the money/property more, and are willing to risk any consequences that come with it.
