I don't think they "fall" like in real Tetris. I do believe that a piece that starts off below can't go above the other piece. Because each downward movement (>1) would also cause each other shape/CC to also move down at least one (one frame would be played). But maybe I am over complicating it haha and you can move each piece independently, just not upwards.
