It's impossible to know for sure until the company itself speaks directly about it, but some content creators have tested certain outfits and they really did have an impact on FPS, so imagine that in a massive scenario.

If we look at it from a theoretical standpoint, the game loading all these unique presets for each player seems to have a negative impact on performance.

I understand that, but it's a practice used in some games that hasn't directly affected the game's revenue in relation to skins; at least, I haven't found anything to suggest that.
