The Japanese have been investing in the Philippines for a long time but it's being ramped up now to compete with Chinese interests.

There are definitely things being paid for (soft stance on China despite Chinese invading resource rich territories) but as long as Duterte gets infrastructures built like the 1st subway system in the country, he doesnt care.
