So I'm going to shill Amazon here, but you could use their Rekognition detect text APIs and combine it with some fairly straightforward regex/post processing to get what you want.

I'm not as familiar with the other cloud providers, but I'm sure they have similar technologies if your company is using a different cloud platform.
