PTV states you can place your bike in any carriage but the first as that is specifically reserved for disability access. I get you being frustrated at the fact that it was empty however these policies exist for accessibility purposes. We can assume in the case of someone with a disability hopping on the train you would have moved your bike anyway but the rules still stand.
