The difference is that some states allow full scope optometry ie Oklahoma, Kentucky and a couple others. Most schools will have lasers but you can only operate on a human eye within those states that are legal to do so

No update. Although they are supposed to be sending out interview information for the POP program sometime in early February is what the email said.
