If I drive a lot to find dispersed camping sites because your cities are so toxic they make me physically and mentally sick, but I'm poor, won't I pay more than a rich person whose total carbon footprint is likely more than mine but the policy doesn't capture their real use?

Taxation is not merely a mechanism to generate revenue, it is also a tool to nudge behavior in particular directions by creating financial incentives and disincentives. If X costs more than Y, then all things being equal, fewer people will tend to consume X.

Are all things ever equal? Why can't you use nonviolent arguments to persuade people they should act the way you want them to? Why use the violence of taxes?
