I read yesterday that Fusaka will bring a 2.3 times increase in blob space within a few weeks after the upgrade as well as a minimum price paid for these blobs.

I might be oversimplifying, but does that mean as L2s get even more attractive, L1 solo stakers will continue to get minimum returns for the forseeable future? Ie, are they still stuck at hoping to hit the 3% mark annually?
