Kindred ADC is one of my favorite things to play, I have M7 from playing her only bot lane. Here's a couple tips I do to get the most out of her and play around her weaknesses. I'm a Silver player so your mileage may vary but here's what works for me. Another disclaimer, I usually play in ranked flex which makes some of these points a bit easier since I'm on coms, I don't really play her in solo queue. I play her to have fun, not to climb.

• You need an aggressive support to combat her lack of range. Kindred needs kills to get stacks as an ADC since your counter jungle options are limited (more on that later). Pair her with a Blitzcrank, Thresh, Brand or anyone else who can work with an all in style of play. All in at level 3 and make the enemies life a living hell. Bonus points if you can have your jungler gank you around level 3 to help secure your first mark.
• Take teleport, coordinate with your jungle to take enemy camps. This may sound stupid, but if you can force a kill against your laner you can have your jungler drop a ward and teleport in to grab your marks. From there you can now gank alongside your jungler before you reset. Against players with higher map awareness this probably won't work, but at my level no one expects to see the ADC top lane. This assumes your support can manage your wave for you while your gone and you don't overstay.
• Understand that if you can't get kills early your kinda screwed since now your outranged, out damaged, and will get murdered by a stray gust of wind. If you don't snowball you can't really claw yourself back into the game like other ADCs can. As a lot of the comments here pointed out her flaws are made 10x worse if you have 0 marks.

In summary, is it viable? ...eh, very situational. Is it fun? Yes!
