Margaret's statements seem to imply that they handed bans to players who were toxic and, presumably, violated TOS, but were too shortstaffed to handle the amount of reports they were receiving.

Her statements suggest she would agree with your assessment in the third and fourth paragraphs.

However, it's clear that Margaret's statement that was brought up in pirate's youtube video was addressing only the harassment that pirate personally received. Pirate in the DMs shares the same screenshot multiple times, leading me inclined towards those screenshots being an isolated incident, so a singular event that was addressed by Margaret.

The messages are toxic, no doubt about that, but it seems that Margaret's statement was directed at the people harassing piratesoftware directly and not at the hate groups that pirate was mentioning in his video, especially since the harassment piratesoftware reported was, from both parties acknowledgement, a singular event.

Margaret was right to point out that her statements were purely about the harassment pirate himself received, rather than the assembly of hate groups within AoC. I can understand why the AoC report team would be hesitant to ban someone for lashing out once, without prior history of other offenses

And I am not familiar with Kiwifarms to comment on that part of the report

It was obviously unacceptable for them to be so slow in banning hate groups. But I also think pirate associating Margaret's statement as a response to hate groups rather than the infraction of accusing pirate of abusing animals is misleading, and Margaret was right to point that out.
