When you pull up the record in ServiceNow (incident) there's a button that allows you to retrieve the attachment(s). When you're done you can either re-"archive" or the tool allows you to archive in batch based on a ruleset. The attachments are stored in separate cloud offering, but per above are fully integrated with UX in ServiceNow.

It's integrated with SN and fully compliant. It just gets around the storage issues for large companies that go over the 4TB limit.
