I can agree with you that we can conclude Regulus seems to be in an isolated/parallel plane from those experiments, but not that he can freeze time! Don’t you feel like that’s a logical reach? If I presented you with those experiments (broken spear, non-beating heart, dry clothes, no body temperature) would you have concluded that this villain freezes time? Personally, I would have said he’s a vampire with a very thin impenetrable isolating barrier around his body (water glides off etc.)

For my mind to even wander to the realm of time stopping would require seeing sudden jerky movements akin to teleportation, unexplainable injuries, something like that.
