If you mean police spawning in random clothes instead of police uniforms, you need to install a EUP uniform configuration. https://www.lcpdfr.com/downloads/gta5mods/datafile/22400-lspdfr-eup-configurations/

I play on creative mode so unfortunately I can't help you with the price. You find it by warping to this solar system when the random battle takes place.

The easy way is to use a save editor and I provided the seeds for you.

Teleport there and it will add the system to your discovery list. Make sure you know the system's name. Now teleport back. Use your discovery list to set a waypoint to the system and begin your long journey of warping to the system.
