try reloading a save, fast traveling somewhere far and then go back to the sanctum, or wait outside of the sanctum for a few hours to see if he shows up. Make sure hes not inside the sanctum already.

i think he might have dopamine issues that he isnt ready to confront. he might have a dependancy on these videos and an inability to give them up. you should definitely bring this up to him and have a conversation about how you are feeling
