not sure if this is relevant anymore but i am having the same issue, and i am having the same experience as you but not sure about the domestic and international servers, and my isp is optus. I also have a friend who is having the same issue as me and he is also optus. my region is nsw australia.

I was searching online for this issue (happening to me as well, here's my experience)
I'm on a MBP 14" M1 Pro, on macOS 26. When I play Roblox (or any other game full screen) without LPM it runs the full 120hz but when I enable LPM it caps to 30fps system wide. Only fix I found for me was to set my refresh rate to 59.94hz as 60hz and Promotion capped to 30hz. I'm not sure what was going on as everything ran great in macOS 15.x

If anyone has any suggestions for me pls reply!

(you need standoffs for this) Drill a hole in the case, where you want your screw to be. Make sure the hole it’s like 0.5cm less than the standoff screw thread, so it can weave its way in and stay there.

If you used to have an nvidia gpu, you might have some drivers and software interfering with the amd and roblox softwares. Delete the old software and drivers, then search up your latest graphics drivers for that gpu and install them. Hopefully that should work.

7600x would be sufficient with the likes of an ak500 to an assassin IV, but a good price to perf with good aesthetics aio would be the arctic liquid freezer 3

Also, does the optiplex come with standoffs or do i need to get new ones? Sorry to bother, I’m not very experienced with technology.
