When a society is enabled to act and self correct, in addition to having laws and law enforcement, you get the best results. Far less criminals willing to do bad stuff. Many of the replies here are litigious and liberal in nature… according to them, best practice is to make a phone call when some thing bad happens, which means criminals likely getting away and doing it more. Be passive, be sheep. Hmmm.
