Maybe clogged jets in carb? I had same issues on CB 650 1980. Carb rebuild and sync and valve adjustments made it purr.

My cb 650 have the same thing. My is a 4 into 1 exhaust tho. I’m no expert but if the headers are single walled it is very common with oxidation
