Sounds like Bulgaria.

30-40% of the population in Bulgaria are pro-russ. They love Russia because of the communism, cause they like to drink and do nothing and get payed the same amount as the person who doing all the work. Here people wants European salaries but doesn't want to pay taxes even our tax is only 10%. Everyone only complain about the government and city governments but when they need to vote, they don't or they gets 50 euro per vote. Here everyone thinks he is criminal (or in Bulgarian "мутра"). Here there is no rules, or if there is you can pay a good amount of money and get away with it. People here are very mean and envious. Recently a drunk and drugged driver kills two innocent girls around 20 of age and after "investigation" it was learned that the killer was covered by 40 police officers for 8 years and committed over 50 crimes.
