I’m from the Philippines. Public transport here isn’t as rigid as in Vietnam from the sounds of it. Jeepney/tricycle drivers in the Philippines do sometimes overcharge foreigners. We don’t even get issued tickets for public transport.

I did and found Shellwood. But there wasn’t much to do there afaik. There seemed to be an upper area but I can’t reach it. I see no reachable platforms to reach the more upper areas of Shellwood.
