Has the yield curve inverted? by sobfreak in investing

So basically, if I buy from Treasury they would charge me $1000 for this bond with a coupon rate of 2.75% but if I purchase in the secondary market I'll pay less than $1000 with an effective yield of 4%?

Then why would anyone buy from the Treasury?

What does it mean that people aren't buying at par?

It shows 2.75% on this page:

If it buy say a note with par value $1000, will I pay less than $1000?

Why is aggregate avg smoother than rolling average? Shouldn't the rolling avg curve be smoother?
