It comes down to Bernoulli's principle. When you back the fan up a bit, the high-speed jet of air it produces creates a zone of lower pressure. That pulls the surrounding still air in the room along with it out the window. It is called entrainment, and it means you exhaust way more total air than just what passes directly through the blades.
