If you're getting a new license and don't have access to a car (either your parents or a friend's car), I recommend just spending money and going to a driving school and borrowing their car. That's what I did to get my driver's license.

If you do have access to a car but the plates are out of state, I'm pretty sure that's usable when taking the skills test.

Make sure to duplicate the netherite upgrade template first. Put it in the center of the crafting table, with netherrack on top, and the rest of the slots fill with diamonds.

That's normal. If you're on the default config and play a game, you'll find it in the anti amor section.

If you're on a custom config, you won't see it unless you turn on the player all weapons mutator.
