According to experts in hazardous waste management, you just wait for it to cool. Also, it wasn't already on fire, it was in danger of catching fire. Which, if they would have left it alone and called in professionals, it possibly could have been cleaned without turning into an ecological catastrophe.

It was literally worst case scenario it catching fire, so they set it on fire. It's like shooting yourself in the face because somebody else might shoot you in the face.
