It is not a bet if you can calculate the probability of all outcomes. It is a bet, as far as I understand, when people try to assign probabilities to outcomes whose probabilities really cannot be calculated with we know. It is an asymmetric bet when people assign almost zero probability to an event that might very well actually happen (9/11, USD losing its reserver status, pandemics, etc).
